The Redlands City Council introduced an ordinance banning new warehouses over 50,000 sq ft or with more than five truck docks citywide, while allowing existing facilities to remain and request height increases up to zoning limits with conditional permits and energy audits. Provisions for additional truck docks and economic feasibility studies were removed. The ordinance aims to address public health concerns and reduce truck traffic and emissions.

  • California Small-Lot Housing: Potential Local Impact

The state law created a 60-day ministerial approval path for subdivisions with up to 10 homes on eligible infill sites when requirements were met.
For qualifying projects, approvals bypassed environmental review and public hearings. In multifamily zones, new small lots needed at least 600 sq-ft each.
City standards capped avg. floor space at 1.75K net habitable sq-ft. For the 10-unit cap, multifamily zones excluded ADUs and JADUs.
For the 10-unit cap, single-family zones excluded only JADUs. Los Angeles had pioneered small-lot housing earlier through a local ordinance encouraging compact ownership.
The law aimed to expand homeownership opportunities, but whether these projects functioned as starter homes remained open. Later changes opened vacant single-family lots to redevelopment.

  • California Housing Market Forecast for the Next 2 Years: 2026-2028

California Housing Market Forecast for the Next 2 Years: 2026-2028

Looking ahead to 2026-2028, California’s housing market is showing signs of steadying, with annual price growth projected in the 2.5% to 4% range. For those of us working with buyers and sellers in communities like Redlands, Yucaipa, and the rest of the Inland Empire, this means a more predictable landscape—especially as increased inventory and steady mortgage rates give buyers more choices. Affordability is still a challenge for many, which continues to shift demand toward entry-level homes and neighborhoods where budgets go further. I’ve seen firsthand how important it is for clients to have clear, practical guidance when navigating these changes. Whether you’re exploring your next move or weighing your options, keeping an eye on these trends helps us make informed decisions together.

  • California Housing Market Settles Into Steadier Growth | Follow @RogerSoCalHomes for Redlands, Yucaipa, Inland Empire & coastal San Diego homes and local favorites.

We’re seeing California’s housing market settle into a period of steadier, more predictable growth. Home prices are projected to rise by about 3% to 4% per year through 2028—offering a calmer pace compared to the dramatic surges of recent years. With active listings now at approximately 156,300 homes statewide, buyers across California—including right here in Redlands, Yucaipa, and the Inland Empire—are finding more choices and less pressure to rush into decisions. Inventory is expected to keep building through 2027, which will continue to ease the pace for many.

That said, affordability remains a challenge: only around 18% of California households currently qualify for a typical mortgage, down from about 31%. This keeps entry-level homes highly competitive, especially in our local communities. Most homes are still selling near 100% of asking price, and 30-year fixed mortgage rates are holding steady near 6%, with little change expected in the near term.

For those watching major urban areas like Los Angeles County, it could take until after 2028 for sales activity to rebound to previous highs. However, on the whole, California is moving toward a more stable and predictable market. As always, my goal is to provide you with the latest insights and straightforward guidance, so you can make confident decisions—whether you’re buying, selling, or considering your options in the Inland Empire.
